Nirmala Sitharaman emphasised that the 2026 budget was the first one formulated in the Kartavya Bhavan, India’s most advanced government hub.

Sitharaman started her address by making it clear that India will continue to rise with the vision of ‘
Viksit Bharat’. “India will continue to take confident steps towards Viksit Bharat, balancing ambition with inclusion,” the finance minister said in her address to the parliament. “As a growing economy with expanding trade and capital needs, India must also remain deeply integrated with global markets, exporting more and attracting more stable long-term investment,” she added.

Sitharaman noted that the
Union Budget 2026 would focus on three broad “Kartavyas”. “Our government’s ‘sankalp’ is to focus on the poor, underprivileged, and the disadvantaged. To deliver on this sankalp, and given that this is the first Budget prepared in Kartavya Bhavan, we are inspired by three kartavyas,” she said.

Three Kartavyas

These three kartavyas are as follows:

  1. Accelerate and sustain economic growth by enhancing productivity and competitiveness, and by building resilience to volatile global dynamics.

  2. Fulfil the aspirations of the people and build their capacity. “Our Kartavya is to ensure every family, community, and sector has access to resources, amenities and opportunities,” she said.

  3. Align mission with ‘Sabka Saath Sabka Vikas’

In her parliament speech, Sitharaman delved into these three kartavyas and shared her vision and plans regarding each one of them.
