India allows export of 25 lakh tonnes of wheat despite overall ban

The Government of India has permitted the export of 25 lakh metric tonnes (LMT) of wheat, amending the existing export policy under the Foreign Trade Policy, 2023.

According to a release dated February 24, 2026, issued by the Directorate General of Foreign Trade (DGFT), the export policy for wheat under ITC (HS) Codes 10011900 and 10019910 will continue to remain “Prohibited”. However, export of 25 LMT of wheat shall be allowed, subject to modalities to be notified separately through a Public Notice to be issued by DGFT.

The notification clarifies that the existing policy condition laid down in DGFT Notification dated May 13, 2022, will continue to apply. Under this provision, exports may also be permitted on the basis of approval granted by the Government of India to other countries to meet their food security needs, based on requests from their governments.

The permitted export of 25 LMT will be over and above the government-to-government exports already allowed for food security purposes. Detailed procedures and conditions governing the newly permitted quantity will be specified separately.

The amendment has been issued in exercise of powers conferred under Section 3 read with Section 5 of the Foreign Trade (Development & Regulation) Act, 1992, as amended, and in accordance with provisions of the Foreign Trade Policy, 2023.

With this decision, while the overall export policy for wheat remains restricted, a defined quantity of 25 lakh metric tonnes has been allowed for export under specified conditions, in addition to shipments cleared under government-to-government arrangements for food security.
