Antonio Costa has rejected the United States’ newly signalled intent to influence European politics, following a security strategy that sharply criticised Europe

European Council President Antonio Costa pushed back on Monday against the idea that Washington could shape Europe’s political direction, following the release of a new US National Security Strategy that takes aim at several EU positions. Speaking at a Brussels forum, Costa said the bloc would not tolerate attempts at outside influence.

In the strategy, published last week, President Donald Trump describe Europe as an over-regulated and censorious region lacking “self-confidence” and facing “civilisational erasure” due to immigration. It stated that the United States under Trump would actively pursue objectives in Europe aligned with far-right agendas, saying the administration would be “cultivating resistance to Europe’s current trajectory within European nations”.

Costa insisted that the United States could not decide which political parties Europeans should support, nor define Europe’s understanding of freedom of expression. As president of the European Council, he chairs summits of the EU’s 27 national leaders and noted that although Europe had long-standing disagreements with the Trump administration on issues such as climate change, the new strategy “goes beyond that”.

Concerns raised over Russia’s reaction and Ukraine’s approach

Costa said that while the strategy continued to refer to Europe as an ally, genuine allies must act accordingly. He acknowledged that the United States remained an important ally and economic partner but stressed that Europe “must be sovereign”.

He warned that Russia’s positive response, calling the US outlook “largely consistent” with its own vision, was a troubling development. Costa added that the strategy’s approach to the war in Ukraine did not support Europe’s long-held goal of achieving a “just and durable” peace. Instead, he said it focused only on ending confrontations and establishing stable relations with Russia.
