Addressing the National IP Awards and IP Conference in New Delhi, Goyal said quicker processing of applications related to trademarks, patents, copyrights, designs and geographical indications (GI) would help strengthen India’s innovation ecosystem and allow innovators to bring ideas to market faster.
Highlighting progress in the sector, he noted that patent filings have grown 215% over the past decade and India’s global ranking in patent filings has improved from 14th to 6th. He added that efforts are underway to align India’s IP ecosystem with global practices and collaborate with the World Intellectual Property Organization.
Goyal also praised the work of the Controller General of Patents, Designs and Trade Marks (CGPDTM) in modernising the system and reducing the backlog of applications despite earlier challenges such as staff shortages and outdated technology.
He said the government is recruiting more personnel and strengthening capacity to speed up approvals, reiterating the goal of placing India among the world’s top five IP systems in terms of clearance speed.
The minister also highlighted the rise in women-led innovation, noting that patent filings by women have increased 345 times over the past 12 years. He proposed extending an 80% fee reduction for women entrepreneurs, startups and micro and small enterprises, and suggested exploring fast-track mechanisms to support such applicants.
