Russia has unleashed another attack on Ukraine’s energy grid while negotiators from both countries sit down to discuss ways to end the war in Abu Dhabi in trilateral talks with the US.

The “massive attacks” have caused power outages across Ukraine, the country’s state grid operator said on Saturday. “Russia is carrying out another massive attack on the Ukrainian power grid facilities,” grid operator Ukrenergo said.

“Due to the damage caused by the enemy, emergency outages have been applied in most regions. Currently, the attack is still ongoing. Restoration work will begin as soon as the security situation allows,” it said in a statement on Telegram.

Meanwhile, Ukrainian Prime Minister Denys Shmygal has announced that the country has called for emergency assistance from Poland after Russia hit the Burshtynska and Dobrotvirska power plants in western Ukraine.

Trilateral talks end in impasse

Russia, Ukraine and the US have held two rounds of talks, but none of them have yielded any substantial results. However, the two warring parties released more than a hundred prisoners of war last week after a four-month hiatus.

Zelenskyy said he was keen for the talks to lead to the end of the four-year war, but repeated his insistence that Ukraine must receive robust security guarantees, including from Washington, to ensure Russia does not attack again.

US Treasury Secretary Scott Bessent, who took part in earlier talks with Russian officials and Witkoff, said the imposition of further sanctions on Russia would depend on how the talks proceeded. Bessent maintained his belief that Russia’s 2022 invasion of Ukraine was illegal and continued to believe Russian President Vladimir Putin was a war criminal.

Russia’s envoy, Kirill Dmitriev, said there was progress and positive movement. He also said work was underway to restore Russia’s relations with the United States, including within a US-Russia working group on the economy.

When will the third round of talks be held?

The Kremlin has said that the next round of discussion should take place “soon”, although there is no fixed date yet.

“For two days there was constructive and very difficult work,” Kremlin spokesman Dmitry Peskov told reporters on Friday, a day after the second round of talks ended.

When asked about when the talks would continue, Peskov told Russia’s state RIA news agency: “There is no exact date yet. But it will be soon.”
