Since its peak in 2010, Maoist violence has declined by 89% and only 11 districts currently remain affected, the Union government has told the parliament.

The Centre on Tuesday told the parliament that Maoist violence has declined by 89 per cent since its peak and only three districts currently remain affected by it.

The government has vowed to end the Maoist movement, which it formally calls the Left-Wing Extremism (LWE), by March 31, 2026. Over the past one year, some of the topmost Maoist leaders have been killed and several have surrendered in severe blows to the movement.

In a response to a question from Asaduddin Owaisi, Minister of State for Home Affairs Nityanand Rai said that the Maoist violence has come down from the high of 1,936 annual incidents in 2010 by 89 per cent to 218 in 2025.

As a result, deaths of civilians and security forces have also come down from the high of 1,005 in 2010 by 91 per cent to 93 in year 2025.

At the same time, till December 1 this year, the security forces have killed 335 Maoists and arrested 942. At the same time, 2,167 Maoists have surrendered.

In its response, Rai submitted data from 2014 —when the Modi government was formed— that showed civilian casualties falling over the years and Maoists surrenders rising.

Data on the Maoist movement

As for Maoist-affected districts, Rai said the number reduced from 126 to 90 in April 2018, 70 in July 2021, 38 in April 2024, 18 in April 2025 and only 11 in October 2025 with only three districts now categorized as ‘Most LWE Affected’.

“However, to restrict CPI (Maoist) to bounce back in the areas recently taken away from LWE influence, 27 districts have been kept as ‘Legacy & Thrust Districts’ under the scope of Security Related Expenditure Scheme,” Rai added.
